ODOC's August 2025 fact sheet describes HMCC as a minimum-security male facility located about 30 miles southeast of Atoka.

HMCC is part of the Atoka County inmate population only in the physical sense. It does not hold the same people as the county jail roster. A person arrested today by the sheriff or Atoka Police Department would normally be searched through Atoka County Jail first. Howard McLeod Local History

Howard McLeod Correctional Center was built in 1962 by inmates from nearby Mack Alford Correctional Center, then known as Stringtown Correctional Center. ODOC says it is named for Howard C.
